an amphibian: salamander or newt of some sort.
Not a fish.
It's a Mexican Walking-Fish or Axolotl. It's essentially a young Salamander. If you have one in a tank and have the water slowly drain out they loose their gills and grow into a full salamander. Can't remember what species exactly though.
